All cities and counties should continue to regulate and control in strict accordance with the regulation and control objectives issued by the Hainan Provincial Department of housing and urban rural development. Cities and counties that fail to implement the regulation and control objectives and whose volume and price still rise too fast will be submitted to the provincial government for interview and accountability.
This is the first real estate notice issued by Hainan after the whole island was designated as a free trade zone. On the afternoon of April 13, at the conference marking the 30th anniversary of the establishment of Hainan Province as a special economic zone, the Party Central Committee decided to support the construction of a pilot Free Trade Zone in Hainan, support Hainan to gradually explore and steadily promote the construction of a free trade port with Chinese characteristics, and establish a free trade port policy and system step by step and in stages.

Among them, the notice points out that the Housing Administration (housing construction) departments of all cities and counties should interview all real estate development enterprises and intermediary institutions within their jurisdiction, urge them to sell according to laws and regulations, and prevent any form of propaganda, speculation and bid up house prices. For the responsible persons of municipal and county governments and housing management (housing construction) departments who failed to implement the policies, Hainan Provincial Department of housing and urban rural development said that it would request the provincial government for interview or accountability.
As for the illegal acts of malicious speculation, bid up house prices and fraudulent purchase of houses in the central New Deal, the notice said that one case was found, one case was investigated, and the most severe punishment should be given to the illegal real estate development enterprises, intermediaries and their employees in accordance with the law until they were cleared out of the Hainan market.

1、 Strengthen the main responsibility and implement the target of volume and price regulation
All municipal and county governments shall earnestly assume the main responsibility for the regulation of the real estate market, strictly implement the policies and measures of the national and provincial governments on stabilizing the real estate market, and continue to regulate and control in strict accordance with the regulation objectives issued by our department. For cities and counties that fail to implement the control objectives and whose volume and price still rise too fast, our department will request the provincial government to conduct interviews and accountability.
2、 Strictly implement the "eight rules for housing" and strengthen the audit and accountability mechanism
All municipal and county governments shall strictly implement the relevant provisions of the notice on doing a good job in the real estate market (qjf [2018] No. 81, hereinafter referred to as "Article 8 of the real estate market"), and resolutely put an end to fraud. 5、 Carry out special rectification and severely crack down on violations of laws and regulations
The Housing Administration (housing and urban rural development) departments of all cities and counties should continue to organize and carry out special rectification of the order of the real estate market, intensify inspections, and focus on cracking down on illegal and illegal acts of malicious speculation, bid up house prices, and falsification of house purchases by using the "eight articles on housing" and the central new deal.
